Baseline Reassessment: What Happens at Crediting Period Renewal

Renewal is often modelled as a formality, as if the project continues, the credits keep coming. It is not. Renewal reopens the questions answered at validation, and the answers may have changed.

What Gets Reopened

The first is the most common cause of trouble, particularly in jurisdictions actively building carbon and forestry regulation, where an activity that was voluntary at validation may be mandatory by renewal.

Baselines Usually Move Down

Two forces push in the same direction at renewal.

Regulatory tightening removes activities from the additional category. Furthermore, improved data, such as better historical records, jurisdictional risk mapping, or more years of observed trend, tends to replace optimistic early estimates with more conservative ones.

The practical implication for financial modelling: a flat credit stream across multiple crediting periods overstates expected revenue. Modelling the first period on the approved baseline and treating later periods as contingent is both more honest and how a careful investor will read it anyway.

Planning For It

Track regulatory change affecting your activity type throughout the crediting period rather than discovering it at renewal. Maintain the evidence base, including monitoring data, management records, and community agreements, continuously, since renewal will draw on it.

And where the methodology is in transition, understand which version applies to which period and be prepared to recalculate rather than splice results computed under different rules.
