A buffer pool is insurance built from the insured. Every project contributes a share of its issuance, and when any project suffers a confirmed reversal, credits are cancelled from that shared reserve rather than clawed back from buyers who have already retired them.
The Sequence
| Stage | What happens |
|---|---|
| Issuance | A risk-rated share of credits is diverted into the shared pool rather than issued to the project |
| Holding | Buffer credits sit unretired and untradeable, available to cover losses |
| Reversal confirmed | Credits equal to the loss are cancelled from the pool |
| Periodic reassessment | Risk ratings are revisited; contribution rates can change |
The critical design choice is that the pool is shared, not project-specific. A project-specific reserve would be exhausted by a single large event; a pooled one spreads uncorrelated risks across many projects, which is what makes the coverage meaningful.
What Shared Means for a Good Project
Pooling has an uncomfortable implication worth stating plainly: a well-run project's contributions can cover another project's failure.
That is how insurance works, and it is the reason risk rating matters. A rating system that accurately distinguishes well-managed projects from poorly-managed ones keeps the cross-subsidy proportionate. A rating system that does not, penalises good operators.
For a developer, the practical response is to make the mitigations that lower a rating demonstrable rather than asserted, through documented tenure, evidenced community agreement, and monitored fire risk.
Reversal Is Not Always Catastrophic
Standards distinguish between avoidable and unavoidable reversals, and between partial and total loss. A storm-damaged mangrove that recovers is treated differently from land converted to aquaculture.
Projects that detect, report and respond to a reversal promptly generally fare better than those where the loss surfaces at the next scheduled verification, which represents another place where monitoring cadence has a direct financial consequence.
