Indonesian coffee exporters have mostly worked out that green coffee is in scope of the EU Deforestation Regulation. Fewer have worked out that the derivative products sitting further down their own value chain come into scope on a separate timetable and that the compliance artefact required is the same one either way.
The Commodity Is Not the Product
EUDR lists commodities, and then lists the products derived from them in Annex I. Coffee appears as the commodity; the annex determines which processed forms carry the obligation.
| Form | Status |
|---|---|
| Green coffee beans | In scope |
| Roasted coffee | In scope |
| Decaffeinated forms | In scope |
| Extracts, essences, concentrates (soluble/instant) | In scope, later application date |
| Coffee husks and skins | Check the annex line — derivative treatment differs |
The practical consequence for an Indonesian exporter is that a buyer who takes green beans and a buyer who takes soluble concentrate both ultimately need the same underlying evidence, even though their own deadlines differ. Building the evidence once, for the plot, serves both.
What Compliance Actually Requires
Three things, and only the first is genuinely hard:
Geolocation of the plot of production. Coordinates for every plot the commodity came from, represented as polygons above a size threshold and points below it. For a cooperative aggregating from thousands of smallholders, this is the entire project.
Evidence of deforestation-free status. The plot must not have been deforested after the cut-off date. This is a remote-sensing question answered against a fixed historical baseline.
Legality. Production complied with the relevant laws of the producing country, including land use rights, environmental, labour, tax, and trade regulations.
The second is tractable once you have the first. The third is a documentation exercise. The first is why coffee cooperatives across Sumatra and Java have spent two years mapping plots.
The Smallholder Problem Nobody Has Solved Cheaply
Indonesian coffee is overwhelmingly smallholder-produced, on fragmented plots, often without formal title, frequently aggregated through several layers of collector before reaching an exporter.
Tracing a container of green beans back to specific polygons therefore means reconstructing a supply chain that was never designed to be traceable. The cost per farmer is small; the number of farmers is very large; and the data has to be maintained, not collected once, because plots and suppliers change every season.
Exporters who treated this as a one-off mapping exercise are discovering that the dataset decays. The ones handling it well built a process, not a spreadsheet.
Where the Timing Genuinely Matters
Application dates have moved more than once, and planning around a specific date has burned people in both directions, affecting those who relaxed after a postponement as well as those who front loaded spend for a date that slipped.
The durable read: the direction of travel has not changed, the evidence required has not changed, and the plot-level dataset is the asset regardless of when enforcement bites. Build it on a schedule that suits your own operations rather than sprinting to whichever date is currently announced, and verify the current dates directly against the regulation before making commitments that depend on them.
The Part Worth Noticing
The geolocation dataset EUDR forces you to build, which includes plot polygons, ownership, production history, and land use evidence against a historical baseline, is substantially the same dataset a carbon project needs for land eligibility.
That overlap is not a coincidence; both regimes are asking a version of "what was here before, and who has rights to it". Exporters treating EUDR purely as a compliance cost are paying for an asset and using a fraction of it.
