SPE-GRK (Sertifikat Pengurangan Emisi Gas Rumah Kaca) is Indonesia's domestic greenhouse gas emission reduction certificate. It is one of three unit types recorded in SRUK, alongside GHG emission allowances and internationally-standardised non-SPE-GRK offset credits, and it is the default route for a project crediting under the national mechanism.
Where SPE-GRK Sits
SRUK's scope makes the taxonomy explicit. Three things get recorded, and they are not interchangeable.

The distinction that matters commercially is not prestige but eligibility. A buyer with a domestic obligation and a buyer with a foreign compliance obligation are solving different problems, and the second generally needs authorization and a corresponding adjustment on top of whatever the unit already is.
How a Certificate Comes to Exist
SPE-GRK issuance follows the registration sequence set out in Article 11 of Permen LH/BPLH 10/2026.
From project account to issued unit
Register
Open the project account in the registry system.
Submit data
Provide general and technical project data.
File DRAM / DPP
Lodge the mitigation action or project design document.
Recognition
The sector minister issues a recognition letter.
Validate
An independent body validates the DRAM or DPP.
Implement
Run the project, with independent verification of results.
Recommend
The minister recommends or approves issuance.
Record
Units are recorded in SRUK.
Two steps in that list are where projects actually succeed or fail, validation of the design document, and verification of what was implemented. Both are performed by independent bodies, and both interrogate the same three things.
Was the sampling design adequate? Too few plots, or plots that fail to represent stand heterogeneity, widen the confidence interval. A wide interval triggers a conservative deduction, and the deduction comes straight out of issuable tonnes.
Is the data traceable? A verifier walks backward from the headline number to individual field measurements. A chain that exists only inside a spreadsheet does not survive that walk.
Was uncertainty quantified and reported? Standards require it. Projects that omit it are assigned the most conservative assumption available.
Domestic Certificate, International Ambition
An SPE GRK is domestic by default. Selling it abroad as an Article 6 unit requires an Authorization, which is issued within 15 working days, and a corresponding adjustment so that Indonesia removes the transferred tonnes from its own NDC accounting.
That is a sovereign decision layered on top of the certificate, not a property of the certificate itself. Projects planning for export should design the monitoring plan against the stricter of the two regimes from the outset, because retrofitting rigor after issuance is far more expensive than building it in.
