A carbon project in Indonesia cannot sell anything until its units are recorded in SRUK. Getting there is an eight-step sequence, and the steps that take longest are not the administrative ones, they are the two in the middle where independent assessors decide whether your numbers hold.
Two Registries, One Direction
SRN PPI records actions, the mitigation activity itself, and has done since November 2016. SRUK, launched 9 July 2026 under Permen LH/BPLH 10/2026, records units: issuance, ownership, transfer and retirement.
The sequence runs one way. The action is registered first; the units born from it then live in SRUK.
The eight steps, per Article 11
Project account
Register the account in the registry system.
Data submission
Provide general and technical project data.
DRAM or DPP
File the mitigation action document or project design document.
Recognition
The sector minister issues a recognition letter.
Validation
An independent body validates the DRAM or DPP.
Implementation
Run the project, with independent verification of results.
Recommendation
The minister recommends or approves issuance.
Recording
Units are recorded in SRUK and become tradable.
Where the Time Actually Goes
Steps 4 and 7 are ministerial and bounded. Steps 5 and 6 are not, and they dominate the schedule.

Validation and verification test the same three things: whether the sampling design can support the precision claimed, whether the data traces back to field measurement, and whether uncertainty was quantified rather than assumed. All three are decided when the monitoring plan is written.
International Transfer Adds Two Requirements
Selling abroad requires an Authorization, which is issued within 15 working days, and a corresponding adjustment, so Indonesia removes the transferred tonnes from its own NDC accounting.
That is a sovereign decision layered on top of registration, not a property of the unit itself.
The Deadlines That Catch Projects Out
Two working days to record an off exchange transaction in SRUK under Article 31 paragraph 5. Miss it and the transaction is treated as invalid, meaning it is not merely fined, but completely invalid.
Around 6 October 2026 for the interim recording route used by Verra and Gold Standard projects.
10 October 2026 for the end of the Perpres 110/2025 transition period.
