VM0047 and VM0042 Under the CCPs: Why These Two Matter Most Here

Of the methodologies that have cleared Core Carbon Principles assessment, most are irrelevant to any given developer. Two are not, if the land in question is Indonesian: one covers restoration planting, the other agricultural land management. Between them they describe most of what this country's degraded land can actually support.

The contrast in that last row drives nearly every practical difference between them.

Why VM0047's Approach to Baselines Matters

The methodology's notable feature is its treatment of the counterfactual. Rather than accepting a developer's assertion that land would have stayed bare, it leans on a dynamic performance benchmark, comparing against what comparable land actually did over the same period.

That is a meaningful structural change. It removes the single biggest lever developers historically used to inflate ARR claims, which was assuming zero natural regeneration on land that was in fact recovering.

For a developer with genuinely degraded, non-regenerating land, this is good news: the comparison is empirical, so a real result is straightforward to demonstrate. For a developer whose land was quietly recovering anyway, the methodology removes the room they were operating in.

Why VM0042 Is Harder Than It Looks

Agricultural land management is attractive because the land is already in use, farmers are already organised, and the interventions are agronomically sensible regardless of carbon.

The difficulty is measurement. Soil carbon changes slowly against high spatial variability, and the methodology's quantification approaches reflect that: a calibrated process-based model, direct repeated measurement, or default factors, each with its own burden.

None of the three is cheap at smallholder scale. Programmes that budget for VM0042 as if it were a paperwork exercise consistently discover that the sampling design, not the agronomy, is the binding constraint on what they can claim.

The Indonesian Fit

VM0047 suits the large stock of degraded land, and the constraint is rarely biophysical, it is land eligibility evidence and tenure. Whether a parcel qualifies and who holds the carbon rights takes longer to establish here than the planting does.

VM0042 suits the very large smallholder agricultural base, and the constraint is measurement economics. It works best where an existing aggregator, such as a cooperative, an exporter, or a supply chain programme, is already engaging those farmers for another reason and can carry part of the data cost.

That second point is why agricultural carbon in Indonesia keeps appearing alongside supply-chain compliance work rather than standing on its own. The carbon revenue rarely justifies the farmer engagement by itself; combined with market access it often does.

The Decision, Simplified

If the land is not currently farmed and is genuinely not regenerating, VM0047 and the work is evidentiary. If the land is farmed and someone is already working with those farmers, VM0042 and the work is measurement design.

If neither describes your situation, the honest answer is that the approved-methodology route may not fit, and forcing it produces a project that clears the label and fails on economics.
