Indonesia Officially Launches SRUK: A New Foundation for the Indonesian Carbon Market

On July 09, 2026, the Ministry of Environment (KLH/BPLH) officially launched the Sistem Registri Unit Karbon (SRUK) as the core foundation of the national carbon market. This initiative directly implements Presidential Regulation No. 110 of 2025, marking a major milestone for Indonesia in building a transparent, fair, integrated, and globally recognized carbon market ecosystem.

SRUK: A One-Stop Hub for the Entire Carbon Unit Lifecycle

SRUK is designed as a modern, national "digital ledger" (registry) that tracks the lifecycle of carbon units from start to finish in a real-time, permanent, and secure manner. Operating as the primary market, SRUK connects seamlessly with the secondary market on the Indonesia Carbon Exchange (IDX Carbon). This framework ensures that every carbon unit traded on the exchange can be traced back to its original project within SRUK, effectively preventing double registration and double counting for the exact same ton of carbon.

This strategic move is backed by OJK’s latest regulation, POJK No. 10 of 2026, which introduces five core advancements:

  • End-to-End Tracking: Monitoring the complete journey of carbon units—from issuance, ownership, and transfers, down to their final retirement.
  • System Connectivity: Linking directly with the National Registry System for Climate Change Control (SRN-PPI) and the carbon exchange.
  • Preventing Double Counting: Mandating transaction logging to ensure strict transparency and eliminate data loopholes.
  • Global Readiness: Compatible with international markets and aligned with Article 6 of the Paris Agreement.
  • Robust Cybersecurity: Enforcing standardized data management and strong digital protection.

The enactment of this regulation marks a new era for Indonesia's carbon ecosystem, providing stronger legal certainty while boosting market integrity and investor confidence.

Integrating Six Strategic Sectors

To ensure comprehensive emission control, the government has integrated six key sectors driving Indonesia's Nationally Determined Contribution (NDC) targets into this single registry window:

  • Forestry
  • Energy and Mineral Resources
  • Industry
  • Agriculture
  • Marine and Fisheries
  • Environment

This integration is reinforced by the issuance of the first ministerial approvals for carbon trading across four strategic forestry projects (three PBPH concessions and one community-based social forestry initiative). This proves that Indonesia’s carbon market has officially shifted from policy drafts into real-world action.

SRUK delivers the national framework necessary to govern Indonesia's carbon market.
